Capstone Awarded New Competitive Task Order to Provide Senior Level Strategic and Program Management/Administrative Support Services to the Commander, Navy Installations Command.

(Jan 10) On January 12, 2010, Capstone was awarded a competitive task order under the Commander, Navy Installations Command (CNIC) PMOS Contract to provide senior level strategic and program management/administrative support services to the Command’s Command and Staff element. Specifically, Capstone will CNIC in the development, validation, revision, and implementation of policies, procedures, plans, documents and checklists necessary for the effective functioning of CNIC Headquarters program management of multiple projects. Capstone will also construct business improvement opportunities to support best business practices and institute cost savings strategies. Capstone will also support the CNIC Headquarters in the transformation of Command and Staff processes. Capstone will provide administrative support as well throughout the Command and Staff Element. This task order will be managed by Andy Frick, Director, Maritime Operations.


Capstone Awarded New Contract to Provide Analytical and Program Administrative Assistance Services in Support of Commander, Navy Installations Command’s Future & Joint Strategy and Integration Branch.

(Jan 10) On January 7, 2010, CNIC awarded Capstone Corporation a mew task order to provide analytical and program administrative assistance in support of its Future & Joint Strategy and Integration Branch. Capstone will support planning for multiple Command initiatives and requirements, to include Joint Basing; the Guam Military Build-up; EUCOM Theater Asset Management; Warfare Enterprise and Provider Interfaces; System and Force Planning and Integration Readiness; and N54 Gateway Library and Project Site support. Andy Frick, Director, Maritime Operations, will manage this effort.


Capstone Awarded New Contract to Conduct Analysis of Royal Saudi Land Forces.


(Dec 09) On December 31, 2009, Capstone was awarded a new task order to provide a five man team to assist Third Army conduct a cooperative and methodical analysis of the Royal Saudi Land Forces (RSLF) capabilities, to include Airborne and Special Operation units, required today and in the future to defend the Kingdom of Saudi Arabia (KSA). The basis for the analysis will address Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities capabilities which will allow the Kingdom to best accomplish its missions. The end state is to produce a joint (KSA and USA) report with recommendations to allow the Kingdom's leadership to make decisions commensurate to achieving peer equivalency and meeting the stated objectives of the KSA while improving the mutual interoperability and strategic partnership of the US and KSA. Capstone Awarded Prime Contract to Provide Program Management Support Services to Headquarters, Navy Installations Command.

On September 24th, 2009, the Navy awarded Capstone a prime contract to support Headquarters, Navy Installations Command. This contract is a Multi-Award , Indefinite Delivery, Indefinite Quantity (IDIQ) contract that allows Capstone and five other competitors to bid on competitive task orders to provide program management support services throughout the Headquarters. This is a significant award for Capstone as it represents the largest contract award to date in terms of dollar value and reflects our capability to successfully compete with major large businesses to support major Navy programs. In support of Navy Installations Command, Capstone will be required to provide expert advice, assistance guidance and consulting in support of the management, organizational and business improvement efforts of the Commander, Navy Installations Command. Capstone Awarded a Task Order to Provide Fires and Effects Support to Third Army/ARCENT.

On September 8th, Capstone was awarded a task order under the Program Executive Office for Simulations, Training and Instruments (PEO STRI) Warfighter Focus contract to provide fires and effects training technical support for Third Army/ARCENT. This task order requires us to provide analytical support, assessments, planning, advice and recommendations in support of ARCENT operational and training fire and effect requirements. Capstone will train and mentor ARCENT staff regarding best practice methods and tools to achieve timely, in depth analysis and in the use of modeling techniques. Capstone Awarded a Prime Contract to Provide Third U.S. Army/Army Central Command Training and Exercise Support

On September 1, 2009, Capstone was awarded a contract to provide training and exercise support to Third U.S. Army/Army Central Command for the next three years. Capstone will be specifically responsible for performing duties as the United States Army Central Command (USARCENT), Army Service Component Command Joint Exercise and Training Planner for the Commander in Chief, United States Central Command. In this role, Capstone will be responsible for the strategic business and action planning for Army, Joint and Coalition exercises and training events in the USARCENT Area of Responsibility. Major support requirements include complete life-cycle exercise planning and operations support; creation of Time Phased Deployment Data Management (TPFDD)input; manage mobility requirements for exercise and training events; and manage exercise support cells. This is a major win for Capstone because it introduces Team Capstone to a new customer and allows support the war efforts in the Middle East by applying our training and exercise management expertise to support in theater efforts. Capstone on Winning Team to Support U.S. Department of Homeland Security Office of Infrastructure Protection (OIP)

(May 2009) On May 29th, the Department of Homeland Security announced the award of two contracts to support the Office of Infrastructure Protection (OIP) Watch/Duty Desk and Operations Support Services. Capstone was a core member of the Battelle Memorial Institute Team awarded one of the two contracts. In addition, Battelle was awarded Task II, National Infrastructure Coordinating Center (NICC) Watch Operations and Operations Support Services. Capstone was the lead teammate on this task, and will serve as the Project Lead and staff 22 watch personnel and operations specialists to staff the NICC Watch and the Incident Management Cell. Capstone will be required to provide 24/7/365 coverage for the NICC to maintain situational awareness of critical infrastructure and key resource (CIKR) and be responsible for communicating infrastructure-related information to government and industry partners. NICC watch standers will research all-source information feeds for CIKR operational anomalies; coordinate with the National Operations center, Infrastructure Protection, other government agencies, and CIKR owners and operators; and participate in tests and exercises to maintain preparedness and improve coordination. During major incidents or events, the NICC collects and reviews input to national-level situation reports, and serves as a 24/7 customer service interface for CIKR partners by collecting, tracking and facilitating responses to requests for information and assistance. In support of the Incident Management Cell, Capstone will act as the central point for CIKR incident management activities and fuse together situational awareness, impact analysis, protection measures, prioritized restoration efforts for CIKR, and provides recommended courses of action for threats and actual incidents. Capstone Awarded Contract to Support U.S. African Command Cooperation Center

(May 2009) On May 29, 2009, Capstone was awarded a contract to support the U.S. African Command (AFRICOM) Directorate for Outreach. The contract requires Capstone to design, implement and sustain the newly formed Cooperation Center in Stuttgart Germany. In support of AFRICOM, Capstone will be responsible for supporting the design, implementation and operations of the new activity (Cooperation Center) designed to house members of non-governmental agencies and liaisons from AFRICAN nations working in concert with AFRICOM on operations of interest in the AFRICOM area of interest. Capstone will administer and sustain the day-to-day operations of this multi-national Cooperation Center and interact with senior AFRICOM personnel, foreign military liaison officers and representatives from nongovernmental organizations from allies, coalition partners, agencies and other entities. Capstone Corporation Awarded Contract to Manage the District of Columbia Homeland Security Emergency Management Agency Operations Center

(Dec 08) On December 17, 2008, Capstone was awarded a new contract to manage the District of Columbia’s Homeland Security Emergency Management Agency Operations Center. Capstone will be responsible for managing emergency operations in the Washington, D C area to prevent, respond to, and recover from natural and man-made events and emergencies. Capstone will coordinate all planning and preparedness efforts and facilitate a common operating picture to support good decision making and timely response. Capstone will also manage the Situation Center, a 24/7 operations center, to ensure adequate communications and timely flow of information for situations and conditions that could develop into emergency events. Capstone will also manage the local application of national emergency management programs to include emergency communications and warning, emergency operational readiness, emergency shelter systems, contingency planning to respond to Weapons of Mass destruction incidents, and other hazard response activities. Capstone Awarded New Contract to Continue Support for First U.S. Army

On September 29th, 2008 Capstone was awarded a new Task Order under the Warfighter Focus contract to continue its operations, planning and information technology support services in support of Headquarters, First U.S. Army located at Ft Gillem, GA; Division East, located at Ft Meade, MD; and Division West, Located in Colorado Springs, CO. Capstone leads a team of 63 contractors responsible for conducting current operations 24/7 in three operations centers; conducting future operations and planning; providing information technology infrastructure and knowledge management systems support; providing training operations support; and conducting C4 technical and planning support. Capstone on Winning Team Awarded Contract to Support the Transportation Security Administration (TSA) Secure Flight Resolution Center


(Sep 08) On September 23, 2008, TSA awarded a small business set aside contract to Professional Solutions, with Capstone as its teammate, to support the Secure Flight Resolution Centers (SFRC) located at Annapolis Junction and in Colorado Springs. This contract will require Capstone to provide Customer Service Agents at both the Annapolis Junction and Colorado Springs SFRCs. These Customer Service Agents are responsible for responding to calls from Airline Agents regarding open assessment issues on passengers when passengers are flagged for review prior to allowing them to board scheduled flights. The Customer Service Agents will either clear these passengers for boarding the aircraft, or contact law enforcement personnel for further screening. Capstone Awarded a New Task Order to Provide Battle Staff Training Management and Planning Support for First U.S. Army

These three man teams (One for each Headquarters) will be responsible for developing training to battle staffs on the Army Battle Command (ABCS) systems and warfighting functions. These teams will serve as the lead planning agents for staff training of Reserve Component Division, Brigade and Battalion Headquarters as they prepare for post-mobilization training, certification and deployment in support of assigned missions. Capstone Awarded Prime Contract to Provide Commander, Navy Installations Command (CNIC) with Consulting and Advisory Services to Support the Command, Control, Communications and Protection (C3P) Ashore Programs

Specifically, Capstone will execute the following five tasks in the next 18 months: Task 1-Develop, review and revise doctrine, policies and plans that enable CNIC to execute C3P Ashore architecture; Task 2- Review and revise plans related to C3P Ashore All-Hazard Planning; Task 3- Review and revise plans in support of the C3P Ashore intelligence program; Task 4- Provide support to the CNIC C3P Ashore Command, Control, Communications, Computer and Information (C4I) Management Boards; and Task 5- Support the integration of planning and operations between the Navy and Coast Guard within each Sector Control Center Joint. Capstone will support the Regional Operations Centers located in Japan, Italy, Bahrain and Guam. To support this requirement, Capstone will provide teams in each of the four Regional Operations Centers to provide 24/7 situational awareness and support crisis action planning in support of manmade and natural threats to OCONUS Navy installations, property and personnel. Capstone Awarded Contract to Support the Air Force District of Washington

Capstone’s responsibilities in support of AFDW include developing the strategic and operational plans to complete the transformation of AFDW; analyzing and incorporating statutory responsibilities, organizational structure design, policies, and Planning, Programming and Budgeting System (PPBS) mechanisms into the plans; coordinating federal, state and local government concerns; and developing an understanding and relationships among National Guard, Reserve Component and Active Component organizations as they bear upon the National Capital Region environment. Capstone Wins Re-Compete to Support Joint Force Headquarters-Homeland Security

The scope of this contract is to ensure full implementation of services to sustain and execute a proactive and resourceful process of “See First, Understand First and Act First” in partnership with Joint Force Headquarters-National Capital Region Homeland Security partners to safeguard our Nation’s Capital. Capstone Awarded a Contract to Provide Emergency Operations Center Watch Standers in Support of Commander, Navy Installation Command

(Aug 2006) On August 21, 2006, Capstone was awarded a contract by Battelle Memorial Institute to provide Watch Standers to support the Commander, Navy Installation Command (CNIC) Emergency Operations Center (EOC)/ Naval District of Washington (NDW) Regional Operations Center. This EOC is capable of continuously monitoring the status of all Navy shore installations, through direct communications and information exchange with their Regional Operations Centers. The CNIC EOC is fully compliant with the National Incident Management System. Capstone will provide five EOC/ROC Watch Supervisors and five EOC/ROC Watch Technicians who will be responsible for maintaining Command situational awareness 24 hours a day, 365 days a year in both the CNIC EOC/ROC as well as in alternate sites as designated. Capstone Corporation on Lockheed Martin Information Technology Winning Team to provide Advisory and Assistance Services to the North America Air Defense Command and U.S. Northern Command (NORAD-USNORTHCOM)

(Aug 2006) The 21st Contracting Squadron announced the award of a contract to the Lockheed Martin Information Technology Team to provide NORAD and USNORTHERN Command advisory and assistance services for the next five years. This contract is a multiple award, indefinite deliverable, indefinite quantity (ID/IQ) contract designed to provide 100% of the contract support for these two commands and their subordinate joint activities. This contract replaces the N/UMAS contract vehicle that was previously used to provide this support. This contract vehicle, called N2A2S2, is critical to Capstone because Capstone currently performs contract support to several USNORTHCOM joint activities that will be re-competed under this contract vehicle. Additionally, this vehicle allows Capstone to compete for new work in NORAD and USNORTHCOM and continue to expand our footprint in the Department of Defense’s homeland defense mission area. Capstone Awarded Prime Contract to Provide Emergency Management Services to Naval Weapons Station Charleston

(Aug 2006) Capstone Corporation was awarded a prime contract to provide advisory services to the Naval Weapons Station Charleston in disaster preparedness management response, recovery and mitigation efforts. Capstone will be responsible for planning, developing and administering the Station Emergency Management Program; serving as the advisor to the Command on all phases of the Disaster Preparedness Program; conducting coordination with state and local government officials in all aspects of emergency planning and coordination; developing, maintaining and managing the Emergency Command Center; coordinating disaster planning with adjacent industrial parks; and supporting program formulation and long range planning in support of these efforts. Capstone Awarded a Prime Contract to Support U.S. Northern Command’s Washington Office

(June 2006) Capstone was awarded a prime contract to provide both daily and surge support to the U.S. Northern Command Washington Office. In support of routine operations, Capstone provides a broad spectrum of support, to include supporting crisis operations, conducting analysis of on-going operations, and supporting office operations. Capstone must also provide surge support to respond to crises, exercises and other national events of interest to U.S. Northern Command. This support includes information management, responding to Requests for Information, Requests for U.S. Northern Command support, and coordinating mission assignments. This contract was awarded with a period of performance for five years. Mr. Don McMillian, Capstone’s Director of Civil/Military Operations will serve as the contract Program Manager.

Capstone Awarded Domestics Operations Contract in Support of National Guard Bureau

(May 2006) Capstone was awarded a prime contract on May 22, 2006 to provide program management and operational support to the National Guard Bureau. Capstone will assist the National Guard Bureau coordinate and integrate their responsibilities to support the following homeland defense mission areas: Military Assistance to Civil Authorities; Consequence Management Response to Chemical, Biological, Nuclear, Radiological and Explosive Incidents; National Missile Defense; Critical Infrastructure Protection; Information Operations; Homeland Defense and Combating Terrorism. Capstone is a nationally renowned for its expertise in civil/military operations in support of homeland security/homeland defense operations, and will apply its expertise to enhance the National Guard Bureau’s capabilities to protect U.S. citizens and property as well as provide timely response to natural and man-made disasters. Capstone Corporation on Winning Team to Create and Operate a National Exercise Program for the Department of Homeland Security

(Jan 06) Capstone Corporation was a member of the Northrop Grumman Mission Systems Team selected to implement a national exercise strategy and National Exercise Program, with supporting management processes and systems that ensures the National Homeland Security Team is trained, practiced and able to perform assigned missions. The National Exercise Program will be the Department of Homeland Security’s primary vehicle to train its leaders, staff and components, and collaborate with its interagency partners in training and exercising their leaders, staffs and components for their assigned homeland security missions. Capstone will support this contract by providing subject matter experts and training specialists who are experts in civil/military operations, homeland security, homeland defense and counter-terrorism to assist in the development and execution of realistic and demanding training and exercise events.

Capstone Corporation on Winning Team to Provide Watch Standers for the Office of the Undersecretary of Defense for Homeland Security

(Jan 06) Capstone Corporation, with its teammate Lockheed Martin Information Technology, was awarded a contract to provide senior subject matter experts to represent the Office of the Secretary of Defense in the Homeland Security Operations Center. Capstone’s responsibilities on this task include providing Senior Command Watch Analysts who provide 24 hour -a-day, 7 days a week coverage in the Homeland Security Operations Center. Responsibilities include maintaining situational awareness of world-wide and national activities that could impact on homeland security, coordinating Department of Defense involvement in homeland security operations with the Department of Homeland Security, and acting as the liaison between both Departments for the Department of Defense. This contract will be managed by Mr. Don McMillian, Director, Northern Operations.

Capstone on Team That Wins National Incident Management System (NIMS) Training and Assessment Contract

(Sept 05) On September 14, 2005, the Team of the Serco Group, Inc and Capstone Corporation was awarded a contract to conduct NIMS training, followed by assessing the County’s proficiency in NIMS for Chesterfield County, VA. Specifically, the contract requires the Team to conduct county and city executive level NIMS workshops; conduct county and city public safety command-level NIMS workshops; develop an assessment tool to gather information to reflect the current status of NIMS integration and compliance among the participating organizations; and conduct the assessment and report the findings. Capstone’s role in this effort is the conduct the assessment of the integration and compliance with NIMS requirements in the county. This effort will be supported by personnel from Capstone’s Northern Operations Center.

Award of Homeland Security Scenario and Exercise and Training Development Contract

(Aug 05) On August 9,2005, Capstone was awarded a Basis Ordering Agreement worth $1,900,000 over five years by the Oak Ridge National Laboratory (ORNL) Office of Homeland Security and Counter Proliferation (OHSCP) to provide homeland security scenario and exercise and training development support. Eighteen firms submitted proposals for this effort, and four firms were awarded the BOA. This contract allows ORNL and the OHSCP to award task orders to Capstone to assist them develop exercise scenarios and assemble exercise support teams; coordinate exercises with federal, state, and local participants; schedule and conduct exercise planning conferences; prepare exercise documents; provide support to ORNL in the conduct of exercises; provide exercise After Action Review services and documentation; and assist in the design, development, and conduct of Wed-based Distributed table-top and other type exercises. To execute these responsibilities, Capstone teamed with the following corporations to provide ORNL OHSCP best in class technical support: Oak Ridge Associated Universities; the Potomac Institute for Policy Studies; and OPSEC Consultants.

Operational Support for 1st Army

(Feb 05) Capstone Corporation, teamed with TKC Technology Solutions, was awarded a contract to assist 1st U.S. Army, Fort Gillem, Georgia, execute its operations and planning responsibilities. First Army has two major missions: First, to train, mobilize, and de-mobilize U.S. Army and National Guard units called to active duty to support world-wide missions. Second, First Army serves as both an Army Forces and Joint Task Force Headquarters in support of U.S. Northern Command’s homeland defense mission. In support of these missions, the Capstone/TKC Team will provide a work force of twenty senior analysts and planners to support the Operations Center 24 hours a day, 7 days a week, 365 days a year; conduct joint planning; conduct Geographic Information Systems engineering; support the development of the Command’s knowledge management system; conduct communications planning; and support the information technology infrastructure of the Command. This effort will be lead by Mr. Michael Hawrylak, who will serve as the technical lead for the project. Mr. Hawrylak brings over 30 years of military experience to the Team, with tours of duty as the Director of Operations for both Third U.S. Army and Eighth U.S. Army as well as the Chief of Plans and Operations for U.S. Central Command. This contract was awarded for three years and has a value of $7.85 Million
