Don McMillian assumed duties as the Vice President, Military/Civil Operations for Capstone Corporation in August 2004 and is an excellent example of Capstone Corporation’s desire to promote from within the company. As Vice President of Military/Civil Operations, his responsibilities include the business expansion of Capstone Corporation’s Civil and Military Operations sector. Don is responsible for 220+ employees supporting contracts involving technical and professional services for the Commander Navy Installation Command, First Army, National Guard Bureau, Office of the Assistant Secretary for Defense – Homeland Defense, Defense Intelligence Agency, Air Force District of Washington, and US Northern Command.

Born in Lexington, North Carolina, Mr. McMillian received a Bachelor of Science in Business Administration from Appalachian State University in Boone, NC. Mr. McMillian joined the U.S. Army and was commissioned as a 2nd LT in the Field Artillery after graduating from Officer Candidate School at Fort Benning, GA. He subsequently served as a Nuclear Weapons Officer, Battery Commander (twice), PERSCOM Assignment Officer, Paladin Battalion Commander, and G3 of IIIrd Armored Corps Artillery. He received a Masters Degree in Strategic Studies from the United States Army War College in Carlisle Barracks, PA. His past military performance warranted selection for Colonel (O-6) and Brigade Command.

Upon joining the Civilian sector in 2002, Mr. McMillian supported the Transportation Security Administration’s federalization of our nation’s airports to include leading the efforts at Seattle and Los Angeles International before joining Capstone Corporation in October 2002 as the Training and Exercise Coordination. Prior to assuming his current position, he served as the Project Lead for Operations to support Standing Joint Force Headquarters-Homeland Security, the Joint Deployment Operations Division, US Joint Forces Command, and Joint Force Headquarters-national Capital Region. In his first year as the Director, Military Civil Operations, he raised the annual revenues of the Operations Center from $2.0 Million to over $7 Million. In 2008 revenues topped $30 Million. His teams are noted for maintaining 24/7 situational awareness of world events to isolate those activities pertinent to the Homeland Security and Homeland Defense mission area, and mine data for relevant information. They develop that information into actionable knowledge by performing probability assessments, develop potential courses of action, execute the mission, and monitor the situation and adjust as necessary.
